The principal issue in this appeal is whether the plaintiffs1 have standing under General *118Statutes § 22a-16 2 to bring an action directly in the Superior Court against the defendants3 for declaratory and injunctive relief from alleged violations of the federal Clean Water Act, 33 U.S.C. § 1251 et seq.
