Petitioner Alan C. Page has invoked the original jurisdiction of this court, challenging the respondent Secretary of State’s refusal to place his name on the ballot for the 1992 primary election as a candidate for the seat of Associate Minnesota Supreme Court Justice Lawrence R. Yetka. The Secretary of State’s action was taken pursuant to a July 6, 1992 order- issued by respondent Governor Arne H. Carlson, which extended Justice Yetka’s term of office to October 31,1994, thereby eliminating any election for Justice Yetka’s seat on the supreme court in…
