This is an appeal from an order of the superior court referring a controversy be-sween the City of Anchorage [hereinafter referred to as the City] and the Greater Anchorage Area Borough [hereinafter re*1029ferred to as the Borough] to the Alaska Public Utilities Commission [hereinafter referred to as PUC] for an administrative resolution.
