This appeal arises from a Memorandum of Decision and Order of the superior court reversing the decision of the Assembly of the City and Borough of Juneau denying Thibodeau a variance to the local zoning ordinance requirement for off-street parking spaces. The variance previously had been granted by the municipality’s planning commission sitting as a board of adjustment 1 and had been appealed to the assembly by objecting neighboring landowners.
