OPINION

Before RABINOWITZ, C. J., and CONNOR, ERWIN, BOOCHEVER and FITZGERALD, JJ. BOOCHEVER, Justice.

Dave Stock appeals his conviction resulting from the first trial under the Alaska Environmental Conservation Act. 1
