In this action, Plaintiffs the Royal Thai Government (“RTG”) and Sahaviriya Steel Industries Public Company Limited (“SSI”) (collectively “Plaintiffs”) challenge the final affirmative countervailing duty determination reached by the U.S. Department of Commerce (“Commerce”) in Certain Hot-Rolled Carbon Steel Flat Products From Thailand, 66 Fed.Reg. 50410 (Oct. 3, 2001) (“Final Determination”).
