THE COURT.

This is a proceeding to review a recommendation of the Board of Governors of The State Bar that petitioner William Higgins be suspended from the practice of law for a period of six months.

Petitioner was charged with the violation of his oath and duties as an attorney at law in that he engaged others to solicit professional employment for him, commonly referred to as “ambulance chasing,” in violation of rules 2 and 3 of the Rules of Professional Conduct.
