This dispute involves a claim by plaintiff, Shirley J. Thomas (“Thomas”), against her insurance carrier, Allstate Insurance Company (“Allstate”), for damages caused by two fires that destroyed her home in Vermilion, Ohio, a town of 11,000 population. Both of the fires, each of strongly suspected incendiary origin, occurred six days apart in January of 1990.
