The dispositive issue in this appeal is whether the plaintiff, Walter J. Lewis, Jr., has standing under General Statutes § 22a-161 to challenge: (1) the decision of the defendant inland wetlands and conserva*385tion commission of the town of Clinton (commission) approving the application of the defendant Chelsea G.C.A.
