In this appeal, we address a question left open by our prior decision in Property Group, Inc. v. Planning & Zoning Commission, 226 Conn. 684, 628 A.2d 1277 (1993), namely, whether General Statutes § 8-25 1 authorizes a planning and zoning commission, as a condition of its approval of a subdivision application, to require the developer of a proposed subdivision of land to improve existing roads that do not intersect with either other existing roads or proposed thoroughfares.
