The defendant planning and zoning commission of the town of Chester (commission), having *432been granted certification by this court, filed the instant appeal from a decision of the Appellate Court. See Reed v. Planning & Zoning Commission, 12 Conn. App. 153, 529 A.2d 1338 (1987). The Appellate Court, by a divided vote, upheld the judgment of the trial court, Hale, J., that had sustained the administrative appeal of the plaintiff, Robert G.
