In these consolidated appeals, the County of Centre (County) appeals from two orders of the Court of Common Pleas of Centre County (trial court) 1 granting preliminary injunctive relief to County District Attorney (DA) Stacy Parks Miller. Specifically, the trial court enjoined the County from responding to Right-to-Know Law (RTKL) 2 requests for “judicial records” related to the DA.
