The Philadelphia District Attorney’s Office (District Attorney) appeals from the October 20, 2016 order of the Court of Common Pleas of Philadelphia County (trial court), which' affirmed the decision of the Office of Open Records (OOR) compelling the District Attorney to provide records responsive to a request by Gregory Stover (Requester) for documents related to his conviction pursuant to the Right-to-Know Law (RTKL). 1 Consistent with precedent, we conclude that the requested records seek “judicial records,” or, stated differently, “records of a judicial agency,”…
