Appellants Allegheny County Department of Administrative Services (County) and A Second Chance, Inc. (ASCI), appeal from a decision of the Court of Common Pleas of Allegheny County (trial court) under the Right-to-Know Law (RTKL).1 The trial court ordered the County to supplement its previous response to a RTKL request by securing from ASCI the names, birth dates, and hire dates of all ASCI employees who provide services to the County and by providing the information to Appellees James Parsons and WTAE-TV.
