OPINION OF THE COURT

O’BRIEN, Chief Justice.

This action was precipitated by the breakdown of negotiations between the Court of Common Pleas of Bucks County and the Bucks County Commissioners concerning that court’s budgetary requirements for fiscal 1981. Although this dispute originates at the county level, it represents a deadlock between the judicial and legislative branches of government in the exercise of their respective powers.
