Craig Williams (Williams), pro se, appeals from the Philadelphia County Common Pleas Court's (trial court) April 20, 2017 order. Therein, the trial court overturned 1 the Pennsylvania Office of Open Records' (OOR) Final Determination and remanded Williams' underlying appeal to the trial court's designated judicial appeals officer.
