Jennifer Harbury claims that for about one and a half years in the early 1990s, Central Intelligence Agency officials participated in the torture and murder of her husband, a Guatemalan citizen. She also claims that while he was being tortured and for more than a year and a half after his death, State Department and National Security Council officials systematically concealed information from her and misled her about her husband’s fate.
