This case involves a recall petition filed against Pierce County Auditor and Supervisor of Elections Richard A. Greco. The issue presented is whether charge 2, as stated in the petition, alleges sufficient grounds for recall. The trial court, pursuant to RCW 29.82.023, conducted a hearing to determine the sufficiency of the two charges levied against Greco and concluded that charge 2 was sufficient.1 We reverse and hold that charge 2 is insufficient to serve as the basis for a recall election.
