The appellants are land-owners and qualified electors of the Roosevelt Water Conservation District of Maricopa County, Arizona, and the appellees are the Board of Directors of the District, hereinafter referred to as the Board. The District was organized in 1920 under the applicable Arizona statutes dealing with irrigation districts.
