In this consolidated action, the plaintiff, the commissioner of transportation (commissioner), appeals1 from the trial court’s judgment sustaining the *259applications filed by the defendant, Grace L. Kahn,2 for reassessment of damages following the commissioner’s condemnation of easement interests in a portion of Kahn’s property pursuant to General Statutes § 13a-73 (b).3 The commissioner claims that the trial court improperly denied its motions to dismiss Kahn’s applications.
