This is an action brought against the City of Los Angeles by a sublessee of certain tide-lands owned by the City at Los Angeles harbor. In the case of People v. Banning Co., 166 Cal. 635 [138 Pac. 101], in volving these same and other tide-lands, it was determined that the title was vested in the Banning Company, subject to the right of the public to use the land for purposes in aid of or in connection with navigation or fishery when at any time they might be so required.
