This is an appeal by the plaintiff from the trial court’s granting of the defendants’ motions to dismiss on the basis of the plaintiff’s lack of standing. The plaintiff in this case is attempting to sue in the name of the third taxing district of the city of Nor-walk (taxing district), a quasi-municipal corporation covering a defined geographical area within the city *796of Norwalk the primary function of which is the operation of a public utility plant.
