GADOLA, District Judge.

Before the Court are the report and recommendation of Magistrate Judge Donald Scheer [docket entry 273] and the objections and responses thereto. Pursuant to Local Rule 7.1(e), the Court concludes that a hearing would not aid in the disposition of these matters.
