BIRCH, Circuit Judge:

The Americans with Disabilities Act, § 503, 42 U.S.C. § 12203 (1995) (“ADA” or “the Act”), prohibits retaliation against an individual who has “opposed any act or practice made unlawful by” the Act’s anti-discrimination provisions. Part A of Sub-chapter II of the Act, 42 U.S.C. § 12131— 12134, generally makes disability discrimination in the provision of public services unlawful.
