Plaintiff, on behalf of himself and other taxpayers of the city of Santa Ana, brought this action against the defendants, city of Santa Ana, a municipal corporation of the fifth class, its mayor, couneilmen, city clerk and city treasurer (hereinafter referred to as defendant city), and against defendants Paul M.
