THE COURT.

In 1936, following the review of a disciplinary proceeding before The State Bar, in conformity with the recommendation of the Board of Governors, Roy E. Maggart was disbarred from the practice of law. (Maggart v. State Bar, 7 Cal.2d 495 [61 P.2d 451].) Six years later he filed with this court a petition for vacation or modification of the order of disbarment. Relief in that form was expressly denied, but the petition was treated as an application for reinstatement and referred to the Board of Governors “for such investigation, report and recommendation as may be deemed appropriate.…
