CRAWFORD, Judge:

1. Contrary to his pleas, appellant was convicted by general court-martial members1 of wrongful appropriation and violation of a lawful general regulation by possessing drug paraphernalia, in violation of Article 121 and 92, Uniform Code of Military Justice, 10 USC §§ 921 and 892, respectively. The convening authority approved the sentence of a bad-conduct discharge and reduction to the lowest enlisted grade. On May 26, 1994, the Court of Military Review2 affirmed the findings of guilty and the sentence.3 Unpub. op. at 4.
