HORN, Judge.

The above-captioned case is presently before this court on defendant’s motion to dismiss for lack of jurisdiction, pursuant to Rule 12(b)(1) of the Rules of the United States Court of Federal Claims (RCFC) and 28 U.S.C. § 1500 (1988 & Supp.1993), as well as on defendant’s motion for summary judgment and plaintiffs’ cross-motion for partial summary judgment, both pursuant to RCFC 56.1 Plaintiffs in this action seek compensation from the United States Army Corps of Engineers (“the Corps”) for an alleged temporary taking of wetlands located in Key West, Florida.
