— The commissioners of Diking District No. 1 of Skagit county seek, through a proceeding in the superior court for that county, to have the benefits to the lands within the district, resulting from the maintenance of the dikes of the district, again determined; and also to have the benefits *482to certain lands outside of, and near the boundaries of, the district, resulting from the maintenance of the dikes of the district, determined; to the end that the maintenance of the dikes of the district may become a charge upon all of such lands in proportion to benefits therefrom based upon present…
