I. INTRODUCTION

The pro se plaintiff, Emanuel Johnson, brings this employment discrimination suit against various employees of the Federal Bureau of Investigation (“FBI”) and the District of Columbia (“D.C.” or the “District”) Office of the Inspector General (“OIG”). On August 28, 2006, the court dismissed three of the counts against the federal defendants, 3 holding that they were barred by res judicata.
