We have here consolidated for argument and disposition the appeal by Charles B. Young, a claimant, from a decision of the Workmen’s Compensation Appeal Board (board) refusing him a rehearing of an unappealed board decision affirming a referee’s refusal of benefits and the employer-respondents ’ motion to quash the claimant’s petition for review as untimely filed under Pa. B.A.P. 1512(a)(1).1
