The plaintiff appeals an administrative decision dismissing her complaint against SEED Public Charter School (“SEED”) and the District of Columbia Public Schools (“DCPS”) alleging that the defendants denied her daughter, a 16-year-old disabled child, a free, appropriate education as required by the Individuals with Disabilities in Education Act (“IDEA”).
