Ronald Eugene DuBerry alleges that the District of Columbia Department of Corrections, by including him in a reduction in force (“RIF”) and by refusing to rehire him, violated (1) the Americans with Disabilities Act of 1990 (“ADA”), 42 U.S.C. § 12101 et seq.; 1 (2) Title VII of the Civil Rights Act of 1964 (“Title VII”), 42 U.S.C. § 2000e et seq.; (3) 42 U.S.C. § 1983 (“Section 1983”); (4) 42 U.S.C. § 1981 (“Section 1981”); and (5) the District of Columbia Human Rights Act (“D.C.
