Article IV, Section 20, of the Constitution, providing that “every act shall embrace but one subject and matters properly connected therewith, which subject shall be expressed in the title, * * ” has been before the court many times for exposition, and the cases are in accord. In the early case of Simpson v. Bailey, 3 Or. 515, this section of the Constitution received the court’s attention.
