OPINION
ALLEGRA, Judge.
Plaintiff, a citizen and resident of the Republic of Somalia, seeks $190,000,000 in com*439pensation under the Fifth Amendment for the physical occupation and destruction of his property in Mogadishu, Somalia by United States armed forces. Defendant has moved to dismiss this complaint, arguing, inter alia, that plaintiff has no standing to assert this claim under RCFC 12(b)(2). Following oral argument and after careful consideration of the parties’ filings, this court hereby GRANTS defendant’s motion to dismiss.
