This case has its origin in requests by Petitioner Joseph P. Guarrasi (Plaintiff) to obtain certain “public judicial documents” under the Right-To-Know Law (RTKL) 1 related to earlier criminal proceedings against him in the Court of Common Pleas of Bucks County (Bucks Common Pleas).
