Appellant Cesar Barros (Barros) appeals from an order of the Court of Common Pleas of Lehigh County (trial court). The trial court treated Barros’ self-titled Petition for Review in the Nature of a Complaint for Declaratory Judgment and Action in Mandamus (Petition) as an appeal from a determination of the office of the District Attorney of Lehigh County (District Attorney), dated November 26, 2012, denying Barros’ request for documents under what is commonly referred to as the Right-to-Know-Law (RTKL).1 The trial court denied Barros’ appeal and affirmed the District Attorney’s…
