Reversing.
Southgate, in Campbell county, is a town of the sixth class located near Newport, and with other smaller sized suburban cities surrounding it. It voted bonds at an election duly called' for the purpose, the proceeds from which paid for the construction of a large outfall sewer running through the city along a natural .drain,, and the same sewer also ran through adjoining municipalities, including Newport.
