Greenup, in Greenup county, is a city of the fifth class. On October 1, 1928, its board of council duly enacted an ordinance, dividing the city into three drainage areas, and providing for the construction of a system of sewers, at the expense of the owners of abutting properly under the 10-year bond plan of subsections 1-12 of section 3643, Carroll’s Kentucky Statutes, 1922 Edition, as amended by chapters 93 and 98 of the Acts of the General Assembly of 1928.
