Respondents Kyle Huber (the Staples police chief), Rick Koop (the Crosby police department chief investigator), John Bol-duc (the Brainerd police chief), and Erick Klang (the Crow Wing county sheriff), acting under Minn.Stat. § 244.052 (2000) and MinmStat. § 244.052 (2002), notified communities about the presence of appellant Raymond Semler, a risk level II sex offender.
