MEMORANDUM OPINION
HUVELLE, District Judge.
Plaintiff Wilfred Rattigan, an attorney, has been employed in various positions within the Federal Bureau of Investigation (“FBI”) since 1987. (2d Am. Compl. ¶¶ 9, 11.) The crux of this case, however, relates to his tenure as an assistant legal attaché (“ALAT”) and then as legal at-taché (“LEGAT”) at the FBI’s office in Riyadh, Saudi Arabia from 1999 to 2003.
