This matter is before this Court on motion for judgment upon the agency record. Plaintiffs, PAM, S.p.A. (“PAM”) and JCM, Ltd. (“JCM”), 1 appeal the final results of the sixth administrative review of the anti-dumping order on certain pasta from Italy. See Certain Pasta from Italy and Determination not to Revoke in Part, 69 Fed.
