INTRODUCTION

This action arises out of the administrative review of an antidumping duty order conducted by the United States Department of Commerce (“Commerce”). Plaintiff KYD, Inc. (“KYD”) challenges two decisions made by Commerce during the course of the challenged review. First, KYD contends that Commerce erred when it selected King Pac Industrial Co., Ltd. (“King Pac”) as a mandatory respondent.
