OPINION

CARMAN, Judge:

This case returns to the Court following a remand to the United States Department of Commerce pursuant to the Court’s order in PAM, S.p.A. v. United States, 31 CIT _, _, 495 F.Supp.2d 1360, 1373 (2007) (“PAM IF). In that order, the Court remanded in part the final results of the sixth administrative review of the antidumping duty order on certain pasta from Italy, in which Commerce applied a 45.49% dumping margin to PAM, S.p.A. and JCM, Ltd. as an “adverse facts available” rate.
