Ta Chen Stainless Steel Pipe, Ltd. (“Ta Chen”) appeals a judgment of the United States Court of International Trade affirming a United States Department of Commerce (“Commerce”) remand determination applying partial adverse facts available to certain Ta Chen sales of welded stainless steel pipe (“steel pipe”) and setting the import duty at the highest available dumping margin.
