(“Mittal”) appeal the decision of the United States Court of International Trade (“trade court”) instructing the United States International Trade Commission (“Commission”) to issue a determination that the domestic industry was not materially injured by less-than-fair-value (“LTFV”) imports of tin- and chromium-coated steel sheets (“TCCSS”) from Japan.
