MEMORANDUM OPINION

Pro se Plaintiff, Boban Jovanovic, brings this action against Defendant, the US-Algeria Business Council (“US-ABC”), asserting claims of fraud, tortious interference with contract and prospective business advantage, defamation, and intentional infliction of emotional distress, arising out of a letter written on US-ABC letterhead and sent by e-mail to the mem bers of the US-ABC’s Board of Directors.
