OPINION
POGUE, Chief Judge:
In this action, Plaintiffs seek review of certain determinations made by the United States Department of Commerce (“Commerce”) during an antidumping investigation of oil country tubular goods (“OCTG” or “subject merchandise”) from the People’s Republic of China (“China” or “PRC”). 1 Currently before the court is Plaintiffs’ Jiangsu Changbao Steel Tube Co., Ltd. and Jiangsu Changbao Precision Tube Co., Ltd.
