OPINION

POGUE, Chief Judge:

This action arises from the fifth administrative review of the antidumping duty order covering certain frozen warmwater shrimp from the People’s Republic of China (“China” or the “PRC”). 1 In prior proceedings, the court remanded certain aspects of the agency decision in this review for further consideration. 2 While remand was pending, the United States Department of Commerce (“Commerce”), by motion, sought permission to reopen the administrative record to consider new evidence suggesting that the antidumping duty assessment rate calculated in this review for…
