A group of domestic steel producers (“petitioners”), including appellants Bethlehem Steel and U.S. Steel Group (collectively, “Bethlehem”), petitioned the Department of Commerce (“Commerce”) to initiate an antidumping investigation of hot-rolled flat-rolled carbon-quality steel products (“hot-rolled steel”) from Japan.
